The French Ministry of Foreign Affairs initiated the France Excellence Eiffel scholarship program which aims to assist French higher education institutions in attracting the most outstanding international students for Master’s and Doctoral/PhD degree programs. The program focuses on training future foreign decision-makers from both the private and public sectors in priority areas of study.
Eiffel Scholarships: Benefits & Coverage 2024-2025
Master’s level
France Excellence Eiffel scholarship holders receive a monthly allowance of €1,181, adding several services: International transportation, national transportation, insurance, housing searches, cultural activities, etc.
Doctorate level
France Excellence Eiffel scholarship holders receive a monthly stipend of €1,700, which adds several services: international transportation, national transportation, insurance, housing searches, cultural activities, etc.
For both program elements, the France Excellence Eiffel program does not cover tuition fees.
Areas of Study
The two main disciplinary fields for the France Excellence Eiffel scholarships cover the following seven areas of study for the Master’s and Doctorate elements:
For Science and Technology
- Biology and Health
- Ecological Transition
- Mathematics and Digital
- Engineering Sciences
For Humanities and Social Sciences
- History, French language, and civilization
- Law and political science
- Economics and management
Levels of Study
French higher education institutions who submit candidates to the France Excellence Eiffel program agree to enroll them:
- in courses leading to a master’s degree
- in an engineering program
- in a joint doctoral program (joint supervision of dissertation and/or dual degree), in partnership with a partner institution abroad.
Duration of the scholarship
Master’s level
- a maximum of 12 months when enrolling in an M2
- a maximum of 24 months when enrolling in an M1
- a maximum of 36 months for the completion of an engineering degree
Doctorate level
The France Excellence Eiffel scholarship is awarded for a maximum of 6 to 36 months starting on September 1 of the year the scholarship is awarded.
Eiffel Scholarships: Application Process Requirement 2024-2025
The French Ministry of Europe and Foreign Affairs has established the following application requirements for these scholarship programs.
1-Nationality
Only students who are not French nationals are eligible for Eiffel Scholarships. Students with dual citizenship, even if one is in French, are not eligible for these scholarships.
2-Age
The maximum age to be admitted to a master’s program is 30. Accordingly, those born after March 1989 can enroll in Master’s programs. Students up to 35 years old are eligible for Ph.D. programs. Students born after March 1984 can, therefore, apply for admission to Ph.D. programs. Students who don’t fit these requirements are ineligible for admission to this scholarship program.
Application Submission of Eiffel Scholarship
HOW TO APPLY FOR THE FRANCE EXCELLENCE EIFFEL SCHOLARSHIP
Step 1
- Contact Campus France in your country of origin or the French Embassy’s Cooperation and Cultural Action Department, who can guide and advise you on your study plans.
- To learn about the procedures and deadlines for applying, contact the international relations department of a French institution via its website, by e-mail, or by telephone.
- You must choose the school or university that best fits your study plans in France.
All French higher education institutions can submit applications.
Step 2
- The institution accepts and supports your application for the France Excellence Eiffel scholarship.
- The institution submits your application online via the dedicated Campus France website.

Eiffel Scholarship: Application Requirement
If you are selected to be presented to the Eiffel Committee after admission, you must submit more paperwork. For this, emails will be sent to the shortlisted candidates in early December.
- CV, including information on the applicant’s level (distinction/honors, ranking or position in the promotion, number of students in the promotion, diploma with information on specialization, date of the diploma, final grades). If your university does not provide a ranking, please mention the following information: No rank available.
- Two- or one-page professional project. The applicant must explain why they chose to study in France instead of their home country, why they are interested in the chosen program, and how doing so will advance their professional aspirations.
- Transcripts of your college or university work (including periods spent abroad on exchange programs).
- ID/passport.
- Language test certificates (French and/or English) if necessary
Eiffel Scholarship: Language Requirement
Language proficiency is a fundamental requirement for these scholarships. Candidates must meet the language requirements set by the establishments, which endorse only those who match the course language to make learning easier for students.
Eiffel Scholarship of France: Available Courses
Four levels of study are available to international applicants for the Master’s, Engineering, and Doctor of Philosophy programs. These include the study of law, economics, and management. Engineering sciences also include Earth, space, environmental, and information sciences, as well as physics, math, chemistry, life sciences, nanotechnology, and biotechnology. Additionally, students can enroll in political science.
What is the deadline to apply for French Eiffel Scholarship?
Foreign students interested in pursuing master’s or doctoral programs in France through the Eiffel Scholarship can submit their applications before January 7, 2024. Normally, applications for this program open every January. If you are interested in applying for this scholarship, we recommend you act quickly to avoid missing the deadlines.
Frequently Asked Questions: Eiffel Scholarship
Students rejected from the Eiffel Scholarships Program cannot reapply, even if the application is made through a different institution and is for a different subject. Students who receive these scholarships and complete their master’s or doctoral degrees are also ineligible. However, graduates of this program who wish to pursue a doctorate may do so through the Eiffel Scholarships Program. The institution may choose any candidate for the Ph.D. program at its discretion.
The pre-selection process’s call is anticipated to occur between the end of September and the start of October 2022. The university’s Eiffel scholarship webpage will be updated as soon as the date is set.
The International Relations Office oversees the University of Paris-pre-selection Saclay’s process. The Paris-Saclay University will accept applications for the Eiffel scholarship until November 18, 2022.
The International Office and the departments involved will review the applications after the application period closes on November 18. On December 1, 2022, the preselected candidates chosen to receive the University Paris-endorsement Saclay’s will be contacted regarding the next steps. Unfortunately, your application has not been pre-selected if you do not get a pre-selection email on that particular day. In March or April 2024, Campus France will release the names of the scholarship recipients.
The Eiffel Scholarship is intended for college students from other countries. The scholarship is not available to students of two nationalities, one of which is French.
At the time of application, foreign students seeking the Master’s level scholarship cannot be French citizens or students. When applying, foreign Ph.D. candidates could be enrolled in French universities. They must, however, co-director co-supervise their doctoral work with a foreign university.
You could apply for an M1 or an M2 if you have an M1. You can apply for an M1 or an M2 with an M2 degree, but your application won’t be given priority.
You can apply for an M1 or M2 if you hold a Bac+5/6-level degree in engineering, medicine, journalism, or another related field from a foreign higher education institution besides a Master’s degree.
The application process will start one year before the intended year of matriculation. The entire selection process for Eiffel scholarship applicants is completed one full year before the intended start date of the Master’s degree or Ph.D. mobility.
For instance, you must apply in the fall of 2022 if you want a scholarship for a program starting in September 2024. Therefore, as an L3 student who has not yet earned their Bachelor’s degree, you can apply for the scholarship for a Master’s degree.
The Paris-Saclay University’s Master’s programs are not all eligible for the Eiffel scholarship; this depends on several factors, including the area of study and training. An Excel table posted on the scholarship webpage lists the Masters you can apply for through this scholarship:

You are not applying for the Master’s program covered by this scholarship when you submit your application; you are applying for the Eiffel scholarship at Paris-Saclay University. Regardless of the outcome of the pre-selection process conducted by Paris-Saclay University, you must still apply for the desired Master’s program using the standard process. Paris-Saclay University’s pre-selection for the Eiffel scholarship does not signify an official acceptance into the program.
Finding a thesis director in France for international students is not the responsibility of the International Relations Office. Only foreign students already enrolled in a doctoral program in their home country and who have obtained or are in the process of obtaining a co-supervision/co-direction with the Paris-Saclay University are eligible for the Eiffel scholarship.
