Expression of Interest (EOI) for Immigration to Ontario 2024-2025

The Expression of Interest (EOI) system is a method used by the Ontario Immigrant Nominee Program (OINP) to manage the selection of candidates for immigration to the province of Ontario, Canada. The EOI system is designed to streamline the immigration process and ensure that candidates who have the skills and qualifications required by the province are given priority for nomination. The EOI system operates on a points-based system, where candidates submit an online profile expressing their interest in immigrating to Ontario. The profile includes information about their education, work experience, language proficiency, and other factors that determine their eligibility for immigration. Candidates are assigned a score based on the information provided in their profile.

Once a candidate’s profile is submitted, it enters into the EOI pool, where it is ranked against other profiles based on the assigned scores. The highest-ranked candidates are invited to apply for nomination through specific streams or categories offered by the OINP. The EOI system allows the OINP to proactively select candidates who meet the current labor market and economic needs of Ontario. It gives the province the flexibility to invite candidates from various streams based on the demand for specific skills and occupations. This system ensures that candidates who are most likely to succeed and contribute to the province’s economy are selected for nomination.

The Ontario PNP, officially the Ontario Immigrant Nominee Program (OINP), uses an Expression of Interest (EOI) system for the following streams:

Employer Job Offer Category

• Foreign Worker Stream;
• International Student Stream;
• In-Demand Skills Stream.

Human Capital Category

• Masters Graduate Stream;
• PhD Graduate Stream.

This means that you must first register an Expression of Interest (EOI) if you’re interested in immigrating under one of these streams. When you register, you’ll give the OINP information about yourself, including your education, language proficiency, work history in Canada and abroad, earnings, where you plan to live in Ontario, and whether you’ve received an Ontario job offer. You’ll also give the OINP information about where you plan to settle down in the province.

You receive a rank score based on this information. The top scorers will frequently receive an invitation from Ontario to apply for a provincial nomination for permanent residence.

How to Register for an EOI for the Ontario PNP?

Step 1: Register for an account on the OINP e-Filing Portal.

Step 2: Review the eligibility requirements for the stream you’re interested in to make sure you’re qualified.

Step 3: Submit an Expression of Interest (EOI) for one or more streams.

Additionally, you must fulfill the OINP’s Attestation Requirements. When you submit or update your EOI, you must sign an Attestation Form. Before receiving an invitation to apply, this should be completed.

Only one stream can have an EOI registered at once. An EOI can be registered for free. You will be required to pay the application fee if you receive an invitation to apply. Depending on the stream you are applying for, these fees may apply.

As long as you don’t get an invitation to apply and your EOI isn’t deleted, you can go back and update your information after creating your EOI profile.

Your EOI is valid for 12 months, or until you receive an invitation to apply or withdraw your registration. After a year, you must submit a new EOI if you are still interested in applying.

After Registration of EOI for the Ontario PNP

You will be added to the OINP stream selection pools once you submit your expression of interest. The top candidates in a pool will occasionally receive an invitation from Ontario to apply for a provincial nomination. Either all of the candidates who expressed interest will be ranked by the province, or only the candidates who possess a particular quality will be ranked.

If you are chosen, you will get an invitation to use the OINP e-Filing Portal to submit your application. After that, you can apply for a provincial nomination. It’s important to remember that receiving an invitation to apply does not assure that you will be selected for nomination. Now you have to provide evidence that you satisfy all the requirements for the stream you are applying for. This includes the qualifications you stated you met when you initially expressed interest.

Note that your application will be rejected if you provided false, inaccurate, or misleading information on your expression of interest.

EOI Scoring Factors

Ontario uses the National Occupational Classification (NOC) to award you with points for your job offer and your work experience.

Section 1 – Job Offer

You are awarded points depending on your NOC Skill Level, NOC Type, and your wage. These are not applied to Masters Graduate or Ph.D. Graduate streams.

1. NOC Type 0,1,2,3,9 – 10 points

Salary

1. $40 per hour or higher – 10 points
2. $20 to $39.99 per hour – 5 points
3. Less than $20 per hour – 0 points

Section 2 – Canadian Work Experience

You are awarded points for the cumulative duration of your Canadian work experience, your NOC skill level of your Canadian work experience as well as your earnings history.

1. 12 Months or more – 4 points
2. Less than 12 months – 0 points

NOC Skill Level

1. NOC Skill Level A – 3 points
2. NOC Skill Level B – 0 points
3. NOC Skill Level C – 0 points
4. NOC Skill Level D – 0 points

Earnings history

1. $40k or more earnings in a year – 3 points
2. Less than $40k earnings in a year – 0 points

Section 3 – Education

Highest level of education

This section does not apply to the International Student stream.

1. PhD – 10 points
2. Masters – 8 points
3. Bachelors or equivalent – 6 points
4. College diploma or trade certificate – 5 points
5. Less than college or trade certificate – 0 points

Field of study

This section does not apply to the Foreign Worker stream or the In-Demand Skills stream.
